Standard qualification characteristics

“On Approval of the Model Qualification Characteristics of Positions Held by Teaching Staff and Persons Equated to Them”

In accordance with the subparagraph 34) article 5 of the Law of the Republic of Kazakhstan “On Education” dated July 27, 2007 I HEREBY ORDER:

1. To approve the enclosed standard qualification characteristics of positions of pedagogical workers and the persons equated to them.

2. Department of secondary Education (Kanatova M. T.) in the manner prescribed to provide the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. Departments of secondary (Sanatova M. T.), vocational (Boribekov K.K.), higher and postgraduate education (Omirbaev S.M.) to bring this order to the attention of regional cities Astana, Almaty of the Departments of Education, republican subordinate and higher educational institutions.

4. To declare the order of the Minister of Education and Science of the Republic of Kazakhstan as invalid:

dated February 12, 2008 № 61 "On Approval of the Model Qualification Characteristics of Positions Held by Teaching Staff and Persons Equated to Them" (registered in the State Register of normative legal acts under № 5168, published in "Legal newspaper" from February 11, 2009, number 21);

dated March 20, 2009 № 128 "On introduction of amendments and additions to the order of the Minister of Education and Science of the Republic of Kazakhstan, dated February 12, 2008 № 61" On approval of the Model Qualification Characteristics of Positions Held by Teaching Staff and Persons Equated to Them "(registered in the State Register of normative legal acts of the Republic of Kazakhstan under № 5615).

5. Control of execution of this order to assign to the Vice-Minister Shamshidinova K.N.

6. This order shall be enforced upon expiry of ten calendar days after its first official publication.

Model Qualification Characteristics of Positions Held by Teaching Staff and Persons Equated to Them

 

1. General Provisions

 

The Section 1 is hereby amended in accordance with the order of the Minister of Education and Science of RK from 09.06.11, № 241 (entered into force after twenty one calendar days after its first official publication) (see. Old. ed.)

These model qualification characteristics of positions held by teaching staff and persons equated to them are developed in accordance with the Law of the Republic of Kazakhstan "On education", and mandatory for the education authorities regardless of their form of ownership, departmental affiliation and  legal forms of organization.

1. Model qualification characteristics (hereinafter - Characteristics) for the positions of employees of educational institutions serve as the basis for:

drafting of regulations on structural units, defining their role and place in educational institutions;

the development of job descriptions of employees, reinforcement of their duties, rights and responsibilities;

selection and placement of personnel, monitoring the correctness of their use;

providing attestation of employees of educational institutions.

2. Staff job titles in the manning table of educational institutions must comply with the job titles, provided for in these characteristics.

3. The qualification characteristic of each position consists of three sections: "Job responsibilities", "Must know", "Qualification requirements". A "Job duties" section contains the basic work functions, which can be wholly or partly entrusted to the employee associated with the role, taking into account technological uniformity and coherence of work, allowing for optimal specialization of employees.

A "Must Know" section incorporates the basic employee in relation to expertise and knowledge of legislative and regulatory acts, regulations, instructions and other materials, methods and means that the employee must apply when performing the official duties.

A "Qualification requirements" section determines the level of employee training which enable him to perform his duties, and the length of service requirements.

4. Qualification requirements for positions of specialists, including chief (chief accountant, chief engineer, accountants, engineers, economists and others) are not given, since their job responsibilities and knowledge requirements are determined based on common qualification characteristics, approved in accordance with the legislation.

5. Qualification categories for managers, faculty staff and persons equated to them shall be established by the education authorities.

6. These characteristics are considered the basis for the development of a database for internal organizational and administrative documents: job descriptions that contain a specific list of job duties of employees, taking into account peculiarities of the organization of production, labor and management, as well as their rights and responsibilities.

The most suitable types of jobs are given in qualification characteristics. Therefore, the development of job descriptions allowed refinement of the list of works, which are peculiar to the corresponding positions in specific organizational and technical conditions, and establishes the necessary requirements for the special training of employees.

 

2. Model qualification characteristics of

scientific and pedagogical workers of higher and

postgraduate education

 

Head (Rector) of higher educational institution (university)

 

The Section 2 is hereby amended in accordance with the order of the Minister of Education and Science of RK of 09.06.11, № 241 (entered into force after twenty one calendar days after its first official publication) (see. Old. ed.) Number 512 order of the Minister of Education and Science of the RK from 27.12.13 (see. Old. ed.).

Job responsibilities: leads the higher educational institution based on existing laws, regulations, articles of association and collective agreement on the principles of combining undivided authority and collegiality. Defines the goals and strategy for the development of higher educational institution. Supervises the educational, scientific, organizational, economic and financial-economic activity of higher institution. Responsible for making the decisions, the safety and effective use of tangible assets. Organizes work and effective interaction of all structural divisions, directs their activities to improve the educational and scientific process, taking into account the social priorities and the need for specialists in the national economy. Provides quality and efficiency of educational, scientific and educational work in order to prepare highly qualified specialists, the level of material and technical base of the organization with the latest achievements in the field of higher education. Ensures the implementation of all obligations to the establishment of the budget, the state budget funds, suppliers, customers and creditors.

Organizes management of institution on the basis of recent advances in the field of the latest techniques and technology, domestic and foreign experience in education, the use of progressive forms of management and work organization, based norms expenditure and the rational use of material and technical resources of the university.

Organizes scientific communication with the scientific organizations of the Republic of Kazakhstan aimed to improve the training of specialists with related educational institutions. Extends and supports international cooperation in the field of education and science.

Approves curricula and further training programs in order to improve the quality of training and development.

Takes measures to ensure the establishment of qualified personnel for the regular training of the teaching staff and other categories of employees of the institution. Provides measures for the use and development of professional knowledge and experience exchange, creation of favorable and safe working conditions, compliance with the requirements of occupational health and safety.

Provides: the right mix of economic and administrative methods of management, the application of the principles of material and moral incentives to improve the efficiency of university employees, the application of the principles of material incentives and responsibility of each employee for the work entrusted to him, the case and the results of work in general, the payment of wages within the statutory period.

Together with the staff of the organization provides conclusion and implementation of collective agreements, compliance with labor and production discipline based on principles of social partnership development, and promotes the development of motivation, initiative and activity of university staff.

Resolves issues on financial, economic, industrial and economic activities of the university within his rights, delegates the management of selected activities to other officials, to the heads of structural divisions, as well as functional and administrative units. Approves the structure and staffing. Enforces the law concerning university activities and the implementation of its economic ties, uses the legal means at financial management, strengthening the contractual and financial discipline, social and labor relations.

Ensures the implementation of innovative and engaging educational technology in order to maintain and expand the scope of the educational activities of the university. Protects the property interests of the university to court arbitration. Operates with the power of attorney on behalf of the university and represents the interests of the institutions in a state power and administration. Bears personal responsibility for the organizational work and creates the conditions for the protection and observance of state secrets, as well as for the university as a whole. Represents an annual report on the results of educational, scientific and financial activity of the higher educational institutions to the authorized body (founder) .

Must know: the Constitution of the Republic of Kazakhstan, the Civil Code of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On Education", "On Science", "On Anticorruption Efforts", "On languages ​​in the Republic of Kazakhstan", "On universal military duty and military service" "On public procurement", "On state property" state program of development of education of the Republic of Kazakhstan and other normative legal acts regulating the educational, scientific, industrial and economic, financial and economic activities of higher educational institutions, teaching materials in the sphere of training of specialists of higher and postgraduate education, the prospects for technical and scientific development of the institution of higher education industry, human resources, higher educational institutions, scientific achievements and advanced experience of foreign educational institutions in the field of higher and postgraduate education (further education), labor law, rules and regulations of labor protection.

the qualification requirements: higher (or postgraduate) education, academic degree and at least five years of progressively more responsible experience in senior positions in an institution of higher education, with experience managing professional staff. A certificate upon passage of training courses in educational management.

 

Deputy Head (Vice Rector) of higher educational institution

 

Job responsibilities: leads the individual activity of higher professional education (further vocational education) based on existing laws, regulations, articles of association and collective bargaining. Organizes the current and long-term planning of the respective business units. Monitors standards of teaching and learning within departments in order to ensure the highest quality of provision and learning for all students.  Coordinates the activities of teachers, heads of offices and libraries. Monitors and controls the workload of teachers. Supervises organizational, economic and financial-economic activity of the individuals of the institution, bearing full responsibility for the consequences of decisions, safety and efficient use of state property. Organizes work and effective interaction entrusted divisions. Provides quality and efficiency of the institution in order to ensure the preparation of highly qualified specialists, the level of material and technical base of the institution, taking into account recent advances in the development of higher education.

As part of the activities entrusted to the university ensures all obligations to the state budget funds, suppliers, customers, creditors; organizes the management of the university on the basis of recent advances using the latest techniques and technology, domestic and foreign experience in education, the use of progressive forms of management and work organization, based norms expenditure and the rational use of material and technical resources of the university.

Takes measures to ensure the units entrusted with qualified personnel, for the regular training of employees. To implement an ongoing programme of observation to ensure high standards of teaching and learning and to promote the sharing of best practice.

Provides the right mix of economic and administrative methods of management, the application of the principles of material and moral incentives to increase the efficiency of employees, application of the principles of material incentives and responsibility of each employee for the work entrusted to him the matter and the work as a whole.

Together with the employees (employee representatives) provides based on principles of social partnership development, conclusion and implementation of collective agreements, compliance with labor and production discipline, promotes the development of motivation, initiative and activity of employees.

If there is a power of attorney decides on the financial, economic, industrial and economic activities within his rights, entrusts the management of selected activities of other officials - heads of departments, as well as functional and administrative units. Makes proposals to change the structure and staffing. Enforces the law in the activities of entrusted departments and the implementation of their economic ties, to use the legal means at financial management, strengthening the contractual and financial discipline, social and labor relations.

Provides implementation and attraction of innovative technologies in order to maintain and expand the scope of educational activities of the university. Bears personal responsibility for the organization of work and the creation of conditions for the protection and observance of state secrets, as well as for the activities entrusted to departments. Promotes development and training opportunities for all departments.  To prepare agendas for and chairing meetings.

Must know: the Constitution of the Republic of Kazakhstan, the Civil Code of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On Education", "On Science", "On Anticorruption Efforts", "On languages ​​in the Republic of Kazakhstan", "On universal military duty and military service" "On public procurement", "On state property" state program of development of education of the Republic of Kazakhstan and other normative legal acts regulating the educational, scientific, industrial and economic activity and the financial and economic activities of higher educational institutions, teaching materials in the sphere of training of specialists of higher and post-graduate education, the prospects for technical and scientific development of the institution of higher education industry, human resources, higher educational institutions, scientific achievements and advanced experience of foreign educational institutions in the field of higher and postgraduate education (further education), labor law, rules and regulations of labor protection.

The qualification requirements: for deputy in charge of educational, methodical, scientific, international, innovative and strategic work: higher (or postgraduate) education, academic degree or an academic master's degree awarded on the basis of completion of training in the AOE "Nazarbayev University" or in international universities in priority specialties confirmed by the Republican Commission for training abroad, work experience in senior positions in educational institutions not less than 5 years or at least 3 years of work experience subjected to the completion of training in the AOE "Nazarbayev University" and / or in international universities in priority specialties confirmed by the Republican Commission for training specialists abroad (Masters or Doctorate PhD).

The certificate upon passage of training courses in educational management.

 

Dean of the Faculty

 

Job responsibilities. Drawing up a business strategy for the faculty and facilitating, in consultation with the management of academic departments and centres, a process for carrying an action plan into effect through which the faculty’s contribution to the realisation of the strategic goals of the University may be implemented.  Learns educational market services and the labor market in areas of special training of specialists at the faculty. Supervises the training, educational and scientific work at the Faculty. Leads the development and implementation into practice of educational and professional programs, curricula, training courses programs. Organizes work on the creation of scientific-methodical and educational-methodical support of the educational process. Develops quality of training system within the faculty. Responsible the effective management (use and maintenance) of the infrastructure and other assets of the faculty.

Administers the heads of departments, staff and students of the Faculty.

Claims:

Working curriculum and syllabus of disciplines;

catalog of elective courses;

individual learning plans for students.

Organizes and conducts career and welcome to the faculty.

Manages scheduling lessons, examinations, tests, and exercises control over its execution.

Controls and regulates the organization of educational process, training workshops and professional practices.

Organizes control of independent work of students, including the students' independent work under the guidance of a teacher, the implementation of individual educational plans for students.

Prepares presentation to students transfer from course to course. Provides admission of students to the exam session. Gives permission for premature delivery and retake course exams.

Responsible for recruiting and retaining new students in accordance with the enrolment planning objectives of the University. Creating and maintaining effective communication with students.

Participates in the state certification committee of the Faculty for the final certification of graduates, as well as the composition of the selection committee of the faculty.

Welcoming new students and providing orientation with regard to the activities of the faculty.

Prepares presentation to the appointment of scholarships to students of the Faculty in accordance with the state scholarship Regulation to certain categories of students in educational institutions.

Performs general management of research work of students, carried out in the departments, laboratories, scientific student clubs, student research societies.

Organizes communication with the graduates of the Faculty; study of the quality of training issued by the Department.

Supervises the work of the employment of the graduates.

Ensures the implementation of new technologies of training and control of knowledge of students.

Provides an introduction of differentiated individual training, based on the plans and programs of varying duration and intensity of training for students.

Coordinates activities of educational and scientific departments, members of the faculty.

Determines the personnel policy of the faculty.

With the support of  the heads of departments participates in the selection of the teaching staff, scientific and educational support personnel. Represents the candidates for the appointment of the Vice-Dean to the Rector and allocate responsibilities between them.

Organizes and conducts educational-methodical interdepartmental meetings, seminars, scientific and methodological meetings and conferences.

Organizes, supervises and participates in international educational and scientific activities at the university.

Supervises the work of the Faculty Council. Drafts of the Faculty of Business Plans, supervises the preparation of the Faculty Board meetings and preside over them. Organizes training of specialists with higher education working in the field of education, direction and profiles of the faculty. Performs general management of preparation of textbooks, and teaching aids on subjects of departments, members of the faculty.

Responsible for periodic reporting on the activities of the faculty and staff and the ways in which finances and facilities are obtained and applied.

Organizes the work and oversees the scientific and methodological cooperation of departments and other units of the Faculty with educational institutions, enterprises and organizations.

Provides a single line of communication with institutions, organizations of education in order to improve the content, technology and forms of students' learning organization.

Organizes and implements innovative teaching technologies, the use of technical means of education. Works to strengthen and develop the material-technical base of the faculty.

Delivers issues related to the improvement of the learning process to the Faculty Council and improve the quality of training of students.

Monitors the performance of the students and employees of the department of labor protection rules and safety, industrial hygiene and fire safety. Complies with the rules and regulations of labor protection, safety and fire protection.

The qualification requirements: higher (or postgraduate) education, academic degree, work experience in a senior positions in educational institutions or in the specialty field for at least 5 years, a certificate upon passage of training courses in educational management.

 

Deputy Dean

 

Job responsibilities: organizes the work on the development and improvement of the teaching faculty and other documents. Manages the current training, educational, scientific, industrial and work practice of students. Provides control over the preparation of studies, tests and examinations schedules. Oversees the current progress and attendance of students. Organizes and controls the implementation of innovative teaching technologies, the use of technical means of education. Oversees the implementation of educational and instructional load of the faculty of faculty lectures, laboratory and practical classes, seminars and other educational activities, educational and industrial practice.

Leads all kinds of studies, directs the course and diploma projects, research work and theses of masters and doctoral PhD.

Organizes long-term planning of research, coordinates the research works on the basic directions of scientific activities at the Faculty. Organizes and conducts scientific, methodical meetings, seminars and conferences. Coordinates the research work of students, carried out in the departments, in scientific circles and scientific societies. Organizes and controls the work of the curators of groups. Ensures compliance of legislative and other normative legal acts on labor protection, safety, and creates safe working conditions. Represents management institution of higher education in a timely report on the work of the faculty.

Must know: the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On Education", "On Science", "On Anticorruption Efforts", "On languages ​​in the Republic of Kazakhstan" and other normative legal acts regulating the issues of functioning and development of the higher education system; main directions and prospects of development of education system; domestic and foreign achievements on the educational process; techniques for improving educational work; Education, Psychology; theory and methodology of educational work; basic scientific problems in the relevant specialty; operating regulations for retraining and advanced training of personnel; state mandatory standards of education; rules of documentation for Academic Affairs; fundamentals of the economy, the labor legislation; Rules and regulations of labor protection, safety and fire protection.

The qualification requirements: higher education, academic degree, academic title, years of experience in a senior positions in educational institutions or in the specialty field for at least than 3 years.

 

Head of Department (Head of the military department)

 

Job responsibilities: develops the strategy of the department in areas and specialties of training and development. Strengthens and develops external relations with employers and the education authorities. Learns educational services market and the labor market in areas and specialties in the department of training.

Develops quality of training system within the department. Can determine teaching methods and learning tools in order to ensure high quality of the educational process. Organizes all types of training sessions on all forms of education. Conducts faculty meeting on discussion of planned and current issues of educational, scientific, methodical work of staff and educational work with students.

Approves training programs in the disciplines of the department. Prepares opinions on educational programs of other departments of the faculty and the university.

Approves the work plans of the department and individual plans of the department faculty staff. Provides distribution of teaching load and functional responsibilities between the employees of the department and supervises the timeliness and quality of their performance.

Selects the modern means of training during the training sessions and provides opportunities to use them.

Leads all kinds of studies, directs the course and diploma projects, research work and theses of masters and doctoral PhD.

Organizes and directs the study, teaching and industrial practice and teaching of students, projects and dissertations.

Provides conducting course examinations and tests, as well as students of intermediate examinations in individual subjects. Analyzes the results and reports them at faculty meetings. Organizes scientific-research work at the department, considering the thesis submitted to the protection of the department staff or candidates on behalf of the faculty of management. Supervises research work of students. Organize discussion of completed research projects and the results of features or their implementation. Provides the possibility of publishing scientific results achieved.

Provides opinions concerning textbooks, and teaching aids. Organizes and takes part in the preparation of textbooks, teaching aids and educational materials department.

Monitors the quality and performance of individual plans of the department faculty and other types of work of employees.

Participates in teaching and research work of the department. Studies, generalizes and distributes the experience of teachers of the department. Provides training and methodological assistance to the Department of novice teachers. Supervises the preparation of scientific and pedagogical staff.

Plans to further training of teachers of the department.

Participates in the work of educational committees in areas of training inside the university and inter-university level.

Establishes links with educational institutions and other organizations in order to provide methodological assistance.

Provides and participates in the international activities of the department, faculty, university.

Provides preparation and storage of all types of documentation and reporting department.

Reports on the results of the department. Monitors the performance of the students and employees of the department of labor protection rules and safety, industrial hygiene and fire safety. Comply with the rules and regulations of labor protection, safety and fire protection.

Must know: the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On Education", "On Science", "On Anticorruption Efforts", "On languages ​​in the Republic of Kazakhstan" and other normative legal acts regulating the issues of functioning and development of the higher education system; procedure development and approval of curricula and by groups of specialties and specialization programs; theory and methods of educational system management; procedure for drawing up the curricula; rules of documentation for Academic Affairs; pedagogy, physiology, psychology and methodology of training; modern forms and methods of training and education of students; fundamentals of the economy, the labor legislation; Rules and regulations of labor protection, safety and fire protection.

The qualification requirements: the chief of the military department should have higher (or postgraduate) education, academic degree and / or the rank of colonel, work experience for at least than 5 years in positions of faculty staff or the administrative board of the deputy commander of the military unit and above.

 

Professor

 

Job responsibilities. Provides planning, organization and control of educational and methodical work in supervised subjects. Participates in the scientific and methodological work on vocational education.

Leads all kinds of studies, directs the course and diploma projects, research work and theses masters and doctoral PhD. Organizes, participates and leads the scientific and research work in a scientific direction of the department. Leads the development and develops educational work in supervised program disciplines. Takes part in scientific and methodical work of the department as part of methodical commission of specialty or scientific-methodical council of faculty, university.

Controls methodical provision of supervised subjects.

Supervises and participates directly in the preparation of textbooks, and teaching aids, lecture notes and other methodological material on supervised disciplines, as well as preparing them for publication. Makes proposals for the improvement of educational and methodical work of the department.

Participates in the organized under the theme areas of research seminars of the department, meetings and conferences, including international.

Organizes and manages the research work of students, student scientific society at the department.

Participates in professional development of teachers of the department, providing them with the necessary methodological assistance in the mastery of pedagogical skills and professional skills.

Supervises the preparation of the teaching staff at the department.

Organizes and plans independent work of students in supervised subjects.

Supervises professional orientation work with students in the field of the department.

Participates in the promotion of scientific, technical, socio-humanitarian, economic and legal knowledge. Prepares and presents a report on the implementation of the individual plan.

Comply with the rules and regulations of labor protection, safety and fire protection.

Must know: the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On Education", "On Science", "On Anticorruptiuon Efforts", "On languages ​​in the Republic of Kazakhstan" and other normative legal acts regulating the issues of functioning and development of the higher education system; theory and methods of educational system management; procedure for drawing up the curricula; organization of methodical, scientific and methodical, scientific research; state educational standards; Current status in the field of knowledge in supervised subjects; rules of documentation for Academic Affairs; pedagogy, physiology, psychology; methodology of vocational training; modern forms and methods of training and education of students; fundamentals of the economy, the labor legislation; Rules and regulations of labor protection, safety and fire protection.

The qualification requirements: higher (or postgraduate) education, academic degree, academic title of "Associate Professor (Associate Professor)" and the work experience of at least than 5 years of scientific and pedagogical activity. For higher education institutions of law enforcement bodies and special state bodies and state authority in the field of defense is the length of service of not less than 7 years in management positions in the relevant state bodies of the Republic of Kazakhstan, or work experience at least than 5 years of scientific and educational activities, including at least 1 year as associate professor.

 

Associate Professor (Docent)

 

Job responsibilities. Provides planning, organization and control of educational and methodical work in supervised subjects. Participates in the scientific and methodological work of higher educational institution.

Leads all kinds of studies, directs the course and diploma projects and research work undergraduates. Organizes, participates and leads the scientific and research work on the profile of the department.

Oversees the quality of the teachers of the department all kinds of training sessions supervised by discipline.

Develops work programs on supervised courses. Takes part in a scientific and methodical work of the department (faculty) as part of methodical commission of specialty.

Participates in the organized under the theme areas of the department of research seminars, meetings and conferences, including international at the direction of the department.

Controls, complements and develops methodological provision of supervised subjects.

Organizes, directs and takes part in research work in the department, including the student's scientific work and the work of student scientific society and masters.

Participates in professional development and provides technical assistance to beginning teachers in the mastery of teaching skills and professional qualities.

Organizes and plans independent work of students and masters.

Organizes and engaged in professional orientation with the students on the specialization of the department. Participates in the promotion of scientific, technical, socio-humanitarian, economic and legal knowledge.

Participates in the development of material and technical base of the department.

Participates and developing textbooks and teaching aids and descriptions of laboratory work and practical exercises.

Takes part in the educational activities of students.

Supervises the work on the preparation of scientific and pedagogical staff. Prepares and presents a report on the implementation of the individual plan.
